Add images/files to workflow and make pending but not public on submission

Description
EM has had trouble with manga fans using the site to host their content. By adding images and files to the workflow we can see when the site is being used in this way.
What would be great, though I'm not sure how difficult, would be to enable this to be easily switched on or off.

Hey Mike, yes we are tweaking standard behavior here a bit. Me thinks this should prob just be an EM thing. Is there an easy way to allow other plumi sites to do this if they want though?

I don't think we need to make this easy for ordinary Plumi sites, though we could mention this as a potential issue in documentation perhaps. It seems like there are so many places on the web to host an image.. perhaps it's more just bad luck that EM.org got used in this way?
So I think we should move this into the em.skin.
However - would it make more sense to have images immediately go into pending state, as per videos?
This functionality is tested and works - but re-opening so it can be moved into em.skin.

Just noticed that the ticket does specify pending state rather than private - Mike what's your rationale for making them private instead? I feel like users will get confused here, and not understand why their images are not appearing.

Probably this quote from and "We may even have to make it so that pending items are now private until approved as the system is being abused :(" (in em's redmine)
But we can change the image workflow to go to pending if you prefer.

Completed and tested.

I've done some research and testing on this, and I 've changed the image workflow in testing.plumi.org to the plumi workflow without breaking stuff AFAIK. But more testing would be appreciated.
I've changed the image workflow to "Simple Publication Workflow" which means that when a plain user adds an image, it goes to private state. The user can make it public by "submitting for publication" and the image shows up in the Review List. IMHO this strikes a good balance between user ease and site protection.
I'm not sure though if we want to make this permanent for every plumi setup. Image is a standard plone content type and people that want to build on plumi may have other plans for image workflows and not realize that plumi overrides it.
What do you guys think? do we want it in plumi out of the box, or just on em.org?
