Enable reviewers to retranscode videos

This is done very simply, I note the original coder marked out the section to possibly be moved to a configlet, have done this in branch/dave and pulled down to the testing server

Added this as a custom permission to plumi.content (Manager, Editor and Reviewers have the permission atm)

This is now available.

Just wanted to check before ticking off - the page reports that "The transcoding has not started." though it obviously has. I'm *presuming* this has nothing to do with the changes that have been made in this ticket, and that it's either an anomaly due to the testing site, or an issue with the transcoder. Would you agree?

If so then I'll tick this off as completed.

Hrm will have to investigate how it relates in the code

Dave checked this on a production instance and it reported correctly (assuming the reporting issues were due to config of the transcoder on the dev site he'd set up).
