Re-add in progress indicator

Description

Step 3 of the publish form has lost the upload indicator meaning people get confused as to whether their video is uploading.

There is a ticket to integrate a real upload indicator but how much work this may be is unknown and it may be worth leaving till 3.1 http://plumi.org/ticket/322

In the meantime it would be good to add back in the animated gif we had been using.
