Hovering over non-linking text in step 2 of the publish form changes font shade

Description

There is something strange going on with text like "Hold down CTRL/COMMAND and click to select multiple topics." on step 2 of the publish form. It's grey but when you hover over it goes black, but it's not a link.

Just tested on latest-v and the issue still seems to be there.

You need to clear your browser's cache probably. In my browsers (tested it with firefox.chrome but it's pretty straightforward and should work on any), it stays always gray.
