Make tag cloud appear in right nav by default on install

Description

This is easy to remove but it would be good to have visible to show people the functionality is available.

True but also bear in mind that vaporisation tagcloud (the Plone Product used for the tag cloud) requires manual update for the cloud (by clicking update cloud, while editing the portlet)
