Template needs to check if URL is blank, and not display it.

tested in testing.em:

With url: http://testing.engagemedia.org/Members/datakid/callouts/a-new-callout/

we have a 'more info' link.

Without Url: http://testing.engagemedia.org/Members/datakid/callouts/another-attempt

no 'more info'

fixed.
