TX Metadata - review and release

Check the TX feed and the upload form and check that we're in sync with the 1.0 release candidate. This has been sitting there for a while and AFAIK is almost done, be could to advertise it in this release.

We thought it best to attempt this for 0.2.2 but if there's any major dramas we can leave it for later. Would be much better to get it out now if we can.

I had a quick scan of the standard and our current XML feed eg  http://testing.plumi.org/latestvideos/transmission.xml

and it is only missing the mandatory license field.
